4th African-Euro economic forum ends in Tripoli
The fourth Africa-European Union (UE) Economic Forum end ed in Tripoli on Saturday, with the adoption of several recommendations for subm i ssion to the leaders of the third EU-Africa Summit, to be held Monday and Tuesda y in the Libyan capital
The recommendations included the proposal of Libyan leader Moammar Kadhafi to pr omote the private sector in a bid to achieve the basic infrastructure and develo p ment projects in Africa.
Participants at the two-day meeting, organized by Libya in conjunction with the African Union (AU) Commission and the EU, called for the promotion of basic infr a structure in Africa to facilitate the movement of goods between both continents a t the least possible cost.
They stressed the need to activate the programmes adopted by the Doha cycle and agreements on economic partnerships and promote policies within the framework of
the national and regional action to improve the economic climate to achieve the M illennium Development Goals (MDGs).
Also on the resolution was the call for the need to implement support projects t o enhance African institutional capacities to promote exports and enable product s to meet international quality standards.
The forum called for the strengthening of arrangements in several African and Eu ropean countries to improve the investment climate, the publication of data on t h e investments between both parties as well as for the improvement of governmenta l measures, legal institutions and respect for rights of property.
The participants charged that all necessary arrangements be made to encourage th e private sector fulfill its role in promoting investment and create common smal l and medium projects designed in strategic and complementary ways.
The proposal for a single language of dialogue and the activation of programmes relating to intellectual property were also made.
They recommended that all necessary steps be taken to accelerate production and marketing of strategic agricultural and nutritional products and encourage gover n ments to support agricultural development plans and improve agricultural product i vity through the enhancement of farmers' skills in using agricultural inputs and
improved seed types in a bid to increase the production of products and improve t he income of small-scale farmers.
The forum called for the encouragement of African and European businessmen with very good material resources to invest in projects based on innovative technique s leading to a diversified economy and the creation of renewable energy projects i n Africa.
It urged European, African regional and national development institutions to fin ance the small and medium projects in African countries and particularly in the a gricultural area, to fill the food gap.
The forum recommended the creation of a funding mechanism capable of financing l arge projects, with the potential to highlight the major projects with high econ o mic and technological returns, as well as the support and encouragement for the c reation of complementary common project for the domestication of industry and te c hnologies for projects related to renewable energy.
