It won’t be the relaxed dinner-and-drinks working session President Barack Obama wanted, but the White House still hopes Tuesday’s delayed and abbreviated summit with Republicans will start to bridge the bipartisan divide.
The problem for Obama is that GOP leaders have little incentive to cut any deals in the lame-duck congressional session — the better to capitalize on their new House majority in January — and have no appetite for major compromise on the extension of Bush-era tax cuts or their deficit-cutting platform.

“I’m hopeful that we’re going to hear from the president a willingness to reflect what the people spoke on Nov. 2, and that is, ‘Stop it,’” House Minority Whip Eric Cantor (R-Va.), who is counting the days until he takes over as majority leader, told POLITICO.
“Stop the policy agenda you’ve been about over the last 20 months, and let’s go about seeing if we can return to a situation where we can see some [economic] growth prospects again,” he warned Obama.
“The hope is that all sides can agree that we need to focus on the have-to-do items, like funding the government while reducing spending and preventing a tax hike on every American taxpayer,” said Don Stewart, spokesman for Senate Minority Leader Mitch McConnell (R-Ky.). “Maybe we can have a discussion later on the ‘wanna-do’ items, but it’s now been a month since the election, and it’s time to focus.”
But the president’s agenda boils down to a pair of starkly different, far more ambitious priorities: a temporary tax cut, preferably for middle-income families only, and rapid Senate ratification of the stalled Strategic Arms Reduction Treaty.
And Obama’s attempt to find common ground ahead of the meeting — his last-minute embrace of a two-year wage freeze for federal workers — was met with skepticism by some Republicans, who are irked by Obama’s failure to credit them for the proposal during his brief remarks Monday.
“This was a pretty obvious missed opportunity,” said a GOP leadership aide. “If you’re going to embrace a proposal that Republicans have made in the past, why not say so? Why try to hog all the credit? Communication is like bacon — it makes everything better. But this was just ham-fisted.”
Along with McConnell, Cantor, Speaker-to-be John Boehner (R-Ohio) and Minority Whip Jon Kyl (R-Ariz.), Obama will be joined by Speaker Nancy Pelosi, House Majority Leader Steny Hoyer, House Whip Jim Clyburn, Senate Majority Leader Harry Reid and Majority Whip Dick Durbin.
The session, which will be held in the Cabinet Room at 10:30, is expected to last between 60 and 90 minutes, scarcely enough time for Obama and the congressional leaders, all known for prolixity, to make their opening statements.

(CNN) -- Former President George W. Bush joined a chorus of U.S. officials calling any leaks of sensitive government information "very damaging," telling a forum at Facebook headquarters that Wikileaks' recent release of 250,000 documents may significantly hurt Washington's image abroad.
"It's going to be very hard to keep the trust of foreign leaders," the nation's 43rd president said of the documents on issues ranging from Iran to Honduras to Turkey. "If you have a conversation with a foreign leader and it ends up in a newspaper, you don't like it. I didn't like it."
A relaxed Bush was joined by Facebook CEO Mark Zuckerberg on stage in Palo Alto, California, with hundreds watching from the audience and up to 6,500 following the interview live online.
The hourlong discussion centered on Bush's memoir, "Decision Points." Released just over two weeks ago, the book ranks atop the New York Times' hardcover nonfiction best-seller list, topping works by the likes of rapper Jay-Z, rocker Keith Richards and the late Mark Twain.
The president made it clear that pitching that memoir was his main reason for visiting the social network's office, saying, "you have got a lot of people paying attention, and I'm trying to sell books."
Still, beyond hawking his 481-page memoir and pushing several initiatives from the George W. Bush Institute, Bush said he had no desire to intervene in day-to-day politics or be the center of the world's attention once again.
"I have no desire to generate publicity," said Bush, 64. "I've had enough of fame, and I want to go back to a life that is productive ... without generating the [limelight]."
Beyond passing references to current events, like calling South Korea a "force for peace," Bush focused on key moments from his time in the Oval Office from January 2001 to 2009. He offered anecdotes, talked about sports and even kidded with Zuckerberg, no stranger to the spotlight after this year's hit movie "The Social Network," which presented one version of Facebook's rise.
The president admitted personally using "the Facebook" since leaving office, pointing to his 600,000 online friends. And he playfully, though publicly, asked Zuckerberg to join him in a "joint venture" promoting public education -- in light of his initiatives at the Bush Institute and Zuckerberg's donation this fall of $100 million toward improving public schools in Newark, New Jersey.
As he has in other interviews, Bush stated his confidence that the decision to invade Iraq was just, predicting that Iraq will become a crucial hub of democracy in the Middle East. He said that promoting "freedom" -- be it personal, political, educational or economic -- will be central to his post-presidency life.
"We're involved in an ideological struggle that will eventually be won, as freedom prevails," Bush said.
While his standing has improved, a poll released this month shows that four in 10 Americans say Bush was a poor president, and another third rate him as average. Another 28 percent rated him as a good or as one of the greatest presidents ever, up from 20 percent when he left the Oval Office in January 2009.
The CNN/Opinion Research Corp. poll was conducted November 11-14, with 1,014 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3 percentage points.
Bush said he won't criticize President Barack Obama, saying, "it's not good for the country ... [and] I don't want to." And Bush said he's learned, from his time as a business and political executive, how to handle criticism -- including when to ignore it and when to learn from others -- and come to grips with what others think of him.
"Anybody can distinguish between someone who is trying to be helpful and someone who is trying to hurt you," Bush said. "You don't have to be a rocket scientist or a college graduate, for that matter." Here he pointed to Zuckerberg, who dropped out of Harvard to found Facebook.

(29.11.2010) Die WikiLeaks-Veröffentlichung hunderttausender Berichte des US-Außenministeriums sorgt derzeit für helle Aufregung. Die Liberalen sehen das eher gelassen. FDP-Chef Guido Westerwelle erklärte am Montag, "Klatsch- und Tratschgeschichten" über Politiker in Europa halte er nicht für wirklich relevant. Er sorge sich mehr, ob die Publikation der Depeschen Sicherheitsgefahren berge.
Wir arbeiten eng und freundschaftlich zusammen
US-Außenministerin Hillary Clinton habe ihn angerufen und ihr Bedauern über die Veröffentlichung zum Ausdruck gebracht, sagte Außenmnister Guido Westerwelle am Montag in Berlin. Mehr sei "nicht nötig". "Was das deutsch-amerikanische Verhältnis angeht, kann ich Ihnen versichern: Wir arbeiten mit der amerikanischen Regierung eng und freundschaftlich zusammen, und das wird auch so bleiben".
Die Veröffentlichung dieser internen Dokumente sei ein bedauerlicher Vorgang, "dessen Schaden sich angesichts der großen Datenmenge nicht abschätzen lässt", erklärte der Vizekanzler. Er habe das Auswärtige Amt angewiesen, das Material ausführlich zu prüfen. Wichtig sei, ob die nationale Sicherheit davon berührt werde, so der Liberale. Er sorge sich zudem um die Sicherheit von Informanten. So gebe es etwa Gesprächspartner der deutschen Regierung in Ländern, die nicht so freiheitlich organisiert seien.
Kritische Einschätzungen über ihn nannte er "unbedeutend". An die Journalisten gewandt sagte er: "Es soll nicht zu lässig klingen. Aber ich habe von Ihnen schon andere Sachen lesen müssen."
Deutsch-amerikanisches Verhältnis nicht belastet
Entwicklungsminister Dirk Niebel (FDP) sieht das deutsch-amerikanische Verhältnis ebenfalls durch die Veröffentlichungen nicht belastet. Das Verhältnis sei stabil, sagte er am Montag in Berlin. Allerdings werde sich jeder überlegen, wem er in Zukunft welche Dinge ganz offen sage.
Er wundere sich über die Aufgeregtheit. "Man hätte genauso gut den 'Spiegel' der letzten drei Monate veröffentlichen können. Das hätte ähnliche Inhalte mit sich gebracht", sagte Niebel. "Das eigentlich Interessante an dem Thema ist die Frage von Datensicherheit, Datenschutz und dem Umfang, in dem Daten gesammelt werden."
Wirtschaftsminister Rainer Brüderle (FDP) sagte zu den Veröffentlichungen: "Das zeigt, dass man kaum Gespräche führen kann, die nicht öffentlich werden. Man kann damit leben. Man muss es nur wissen." MEHR ZUM THEMA:

Mr. Dominique Strauss-Kahn, Managing Director of the International Monetary Fund (IMF), issued the following statement today on Ireland:
“The Irish authorities have today proposed a clear and realistic package of policies to restore Ireland’s banking system to health and put its public finances on a sound footing. Immediate actions to tackle vulnerabilities in the banks and continued strong fiscal adjustment are set in a multi-year policy framework for sustained growth and job creation.
“In recent years, Ireland has resolutely carried out bold policies in a very challenging environment, and I have confidence in its ability to implement this new program. Supported by substantial financing, this program can underpin market confidence and bring Ireland’s economy back on track.
“The strategy for the financial system rests on twin pillars: deleveraging and reorganization; and ample capitalization. A fundamental downsizing and reorganization to restore the viability of the system will commence immediately.
“At the end of this process, a smaller, more robust, and better capitalized banking system will emerge to effectively serve the needs of the Irish economy. The transition to this goal will be buttressed by substantial recapitalization based on higher capital standards and stringent stress tests and asset valuation to accurately determine the quality of banks’ loan portfolios. In addition, structural measures—a special resolution scheme for deposit-taking institutions and a further strengthening of the supervisory system—will impart greater stability.
“On the fiscal side, the program incorporates a comprehensive National Recovery Plan that covers a period of four years. The plan will form the basis for the 2011 budget and also details fiscal consolidation measures through 2014. The process of budget formation will be reformed to safeguard these gains and bring greater sustainability to public finances.
“The fiscal plan strikes an appropriate balance between revenue and spending measures, and maintains Ireland's due regard to a social safety net.
“To restore strong sustainable growth the program includes a strategy to remove potential structural impediments to enhancing competitiveness and creating new employment opportunities. It also details appropriate sectoral policies to encourage exports and a recovery of domestic demand, thereby supporting growth and reducing long-term unemployment.
“A financing package of €85 billion (about US$113 billion) will support Ireland’s effort to get its economy back on track. Of this, the European Union and bilateral European lenders have pledged a total of €45.0 billion (about US$60 billion). The Irish authorities have decided to contribute €17.5 billion to this effort from the nation’s cash reserves and other liquid assets. The Fund’s contribution would be through a three-year SDR 19.5 billion (about €22.5 billion; or US$30.1 billion) loan, representing about 2,320 percent of quota, under the Extended Fund Facility (EFF). The IMF has activated its fast-track procedures for consideration of Ireland’s funding request, and I expect the EFF will go to the IMF Executive Board for approval in December.”
The choice of an EFF offers Ireland a facility with a longer repayment period, with repayments to the Fund starting after four and a half years and ending after 10 years. The IMF charges member countries a uniform interest rate on nonconcessional loans, which is a floating rate based on the SDR interest rate, which is updated weekly. (The SDR interest rate is a weighted average of yields on three-month Treasury bills for the United States, Japan, and the United Kingdom, and the three-month Eurepo rate.) For amounts up to 300 percent of quota, the lending interest rate is currently 1.38 percent, while the lending rate on amounts over 300 percent of quota includes a surcharge that is initially 200 basis points and rises to 300 basis points after three years. At the current SDR interest rate, the average lending interest rate at the peak level of access under the arrangement (2,320 percent of quota) would be 3.12 percent during the first three years, and just under 4 percent after three years.

4th African-Euro economic forum ends in Tripoli
The fourth Africa-European Union (UE) Economic Forum end ed in Tripoli on Saturday, with the adoption of several recommendations for subm i ssion to the leaders of the third EU-Africa Summit, to be held Monday and Tuesda y in the Libyan capital
The recommendations included the proposal of Libyan leader Moammar Kadhafi to pr omote the private sector in a bid to achieve the basic infrastructure and develo p ment projects in Africa.
Participants at the two-day meeting, organized by Libya in conjunction with the African Union (AU) Commission and the EU, called for the promotion of basic infr a structure in Africa to facilitate the movement of goods between both continents a t the least possible cost.
They stressed the need to activate the programmes adopted by the Doha cycle and agreements on economic partnerships and promote policies within the framework of
the national and regional action to improve the economic climate to achieve the M illennium Development Goals (MDGs).
Also on the resolution was the call for the need to implement support projects t o enhance African institutional capacities to promote exports and enable product s to meet international quality standards.
The forum called for the strengthening of arrangements in several African and Eu ropean countries to improve the investment climate, the publication of data on t h e investments between both parties as well as for the improvement of governmenta l measures, legal institutions and respect for rights of property.
The participants charged that all necessary arrangements be made to encourage th e private sector fulfill its role in promoting investment and create common smal l and medium projects designed in strategic and complementary ways.
The proposal for a single language of dialogue and the activation of programmes relating to intellectual property were also made.
They recommended that all necessary steps be taken to accelerate production and marketing of strategic agricultural and nutritional products and encourage gover n ments to support agricultural development plans and improve agricultural product i vity through the enhancement of farmers' skills in using agricultural inputs and
improved seed types in a bid to increase the production of products and improve t he income of small-scale farmers.
The forum called for the encouragement of African and European businessmen with very good material resources to invest in projects based on innovative technique s leading to a diversified economy and the creation of renewable energy projects i n Africa.
It urged European, African regional and national development institutions to fin ance the small and medium projects in African countries and particularly in the a gricultural area, to fill the food gap.
The forum recommended the creation of a funding mechanism capable of financing l arge projects, with the potential to highlight the major projects with high econ o mic and technological returns, as well as the support and encouragement for the c reation of complementary common project for the domestication of industry and te c hnologies for projects related to renewable energy.

About EFSF The European Financial Stability Facility (EFSF)
The European Financial Stability Facility (EFSF) was created by the 16 euro area member states following the decisions taken May 9, 2010 within the framework of the Ecofin Council.
As part of the overall rescue package of €750 billion, EFSF will have the capacity to issue bonds guaranteed by EAMS for up to € 440 billion for on-lending to EAMS in difficulty, subject to conditions negotiated with the European Commission in liaison with the European Central Bank and International Monetary Fund and to be approved by the Eurogroup.
EFSF has been assigned the best possible credit rating; AAA by Standard & Poor’s and Fitch Ratings, Aaa by Moody’s.
EFSF is a Luxembourg-registered company owned by Euro Area Member States. It is headed by Klaus Regling, former Director-General for economic and financial affairs at the European Commission.

Erklärung der Chefredakteure der MDS-Zeitungen
Die Chefredakteure der Zeitungen der Mediengruppe M. DuMont Schauberg haben sich auf folgende Erklärung verständigt, die morgen in den Zeitungen erscheinen wird.
Seit sechs Wochen werden wir beinahe täglich mit Interviews und Statements von Konstantin Neven DuMont konfrontiert. Über andere Medien, vor allem "Bild Köln", breitet er Interna des Medienhauses M. DuMont Schauberg ebenso wie Familien-Angelegenheiten öffentlich aus. Im "Spiegel" müssen wir lesen, Konstantin Neven DuMont finde den Verlag zunehmend unsympathisch. In "Bild Köln" hieß es, die Qualität der von uns geführten Zeitungen habe sich seit seiner Beurlaubung vom Vorstandsamt dramatisch verschlechtert. An anderer Stelle behauptet er, jeder mache bei MDS, was er wolle, der Wert des Unternehmens sinke. Es gebe ein Führungsvakuum, und die Mitarbeiter stünden unentschlossen zwischen ihm und seinem Vater. Sämtliche Behauptungen widersprechen der Wirklichkeit, die wir täglich erleben und setzen unser gemeinsames Haus herab sowie alle, die es repräsentieren und dafür arbeiten. Das ist Anlass für unsere Erklärung.
Wir, die Chefredakteure der MDS-Zeitungen, stehen zu den Beschlüssen des Aufsichtsrates, Konstantin Neven DuMont aus seinen Ämtern abzuberufen, beziehungsweise zu beurlauben. Aus Respekt gegenüber der Person und aus Loyalität gegenüber dem Unternehmen und seinen Gesellschaftern haben wir in der Öffentlichkeit bisher keine Stellung genommen. Allerdings ist Loyalität aus unserer Sicht eine Verpflichtung auf Gegenseitigkeit. Auch wir vertreten dieses Haus nach außen. Wir haben erwartet und erwarten daher, dass Konstantin Neven DuMont seinen Teil der Verpflichtung anerkennt und wahrnimmt. Zu den selbstverständlichsten Regeln gehört, der publizistischen Konkurrenz kein Material zu liefern, das im Wettbewerb gegen uns verwendet wird und Personalangelegenheiten intern und vertraulich zu behandeln.
Aus dem Kreis aller Mitarbeiter der Mediengruppe erreichen uns irritierte und besorgte Fragen. Umso mehr müssen wir Wert darauf legen, dass die tägliche Arbeit in unseren Redaktionen und Verlagen nicht länger durch abträgliche und substanzlose Äußerungen beeinträchtigt wird.
